Wood Harbinger provided a design-build RFP to replace Pier D and complete the upland development to
support the new pier. The project included a new 60 MVA substation
(Substation-X) to serve both the pier and the lower west half of the shipyard.
For Substation-X, Wood Harbinger developed a 90% design for a twin 30 MVA, 115 kV/12 kV
transformer substation, dual-ring switchyard, switchhouse equipment layout, duct bank entry details,
switchgear arrangement, protective relaying, grounding, and instrumentation details.
