Substation X for Pier D Replacement, Naval Base Kitsap - Bremerton, WA

The design/build RFP planning, programming, and design effort to replace Pier D included both the pier replacement and a large scope of work for upland retrofit including a new medium and high voltage 60 MVA substation to serve the pier, the lower west half of the shipyard, and the FISC area.

For Substation-X, Wood Harbinger provided 90% design documentation for the RFP that included a twin 30 MVA, 115 kV/12 kV transformer substation, switchyard, and switchhouse equipment layout, duct bank entry details routed from Sub-100 and Sub-FG, switchgear arrangement, protective relaying, and instrumentation details.

For the medium voltage upland distribution, Wood Harbinger was responsible for the 60% design that required detailed field verification of all west-yard manholes and ductbanks to establish how the contractor would re-route the existing feeders and route in the new feeders intended to inter-tie Sub-X, Sub-100, Sub-FG, and Sub 83 with the new Pier D substations. This work required close coordination with all upland mechanical utilities.

Wood Harbinger team was responsible for the on-pier distribution of the medium and low voltage 60% design and developed an innovative and efficient solution for shore power and communications connections for ship to shore services, 4.16 kV substations, and 480 V substations for both industrial power and ship service power.
