Work Order Based Contract, King County, WA

Under a work order contract, Wood Harbinger provided design and construction administration services for HVAC, fire protection, and electrical system upgrades to multiple King County facilities. Several of the projects required that the work be implemented after normal working hours, since the buildings remained occupied during construction. The following describes three of the fifteen projects that were awarded.

Administration Building Eighth Floor Remodel, Seattle, WA
Wood Harbinger provided design and construction administration services for HVAC, fire protection, and electrical upgrades. Services included the evaluation and design to reconfigure the eighth floor office space. The controls for the new HVAC terminal units were integrated into the existing Direct Digital Control (DDC) System. The project required that the work be coordinated with the King County Environmental Group as the building structure is protected with fire proofing that contains asbestos.

Yesler Building HVAC Upgrade – Phases 1 and 2, Seattle, WA
Wood Harbinger provided design and construction administration services for the HVAC system upgrades. Phase I of this project included partial HVAC modifications to the first and fourth floors and complete HVAC upgrades to the second and seventh floors. Phase II upgrades included a complete upgrade to the third, fifth, sixth, and seventh floors. The upgrade benefited a total of 70,000 SF in the Yesler Building. The series fan terminal units located on the second, third, fifth, sixth, and seventh floors were replaced. A computer analysis was performed to appropriately establish the capacity of each new terminal unit to meet the cooling and heating requirements of the area served. The scope of work for the fourth floor included evaluating the occupancy and office layout and implementing changes as a result of this analysis. The temperature controls for the new HVAC terminal units were integrated into the existing Direct Digital Control System. The project required that the work be implemented after normal working hours as the building remained occupied during construction.

Blackriver Community Service Center HVAC Upgrade, Renton, WA
Wood Harbinger provided design and construction administration services for HVAC system upgrades. The project included replacing the two roof-mounted air conditioning units. These units included a supply for re-circulating / exhaust fan, filters, gas heating section, and DX cooling coil complete with air-cooled condensing unit. A computer analysis was performed for the entire building (73,000 SF) to determine if the existing HVAC terminal units were sufficient to meet the cooling and heating requirements of the area served. Changes were implemented based upon this analysis. The project required that the work be implemented after normal working hours as the building remained occupied.

Courthouse AFIS Computer Room HVAC Upgrade, Seattle, WA
Wood Harbinger provided design and construction administration services for HVAC and electrical system upgrades. The project included modification to the HVAC systems to provide ventilation to the computer room, change the DX air conditioning unit to chilled water air conditioning unit, and replace a second DX unit with a new DX unit. All work was done while the computer room was 100% occupied.

Correctional Facility, Water Piping and Shower Replacement, Seattle, WA
Wood Harbinger provided design and construction support services for plumbing and ventilation improvements for the King County Correctional Facility (KCCF). Services included a study of the piping failures (leaks) in the plumbing system, alternative solutions, and project budgets. Field investigations and interviews with maintenance engineers were conducted. In addition to replacing domestic water piping, shower piping, and mixing valves, the related ventilation system was replaced. To maintain the project budget, the work was separated into two construction sets. The piping replacement was accomplished by KCCF maintenance staff and the shower-related work accomplished as a change order to an existing construction contract.

Administration Building Exhaust Fan Upgrade, Seattle, WA
Wood Harbinger provided analysis of the restroom exhaust system including documenting exhaust air quantities. The project also included the re-building of two utility set exhaust fans and installing Variable Frequency Drives (VFDs).

Courthouse Renovations, Seventh and Ninth Floors, Seattle, WA
Wood Harbinger provided mechanical and electrical engineering services in support of a remodel of approximately 4,700 SF on the seventh floor and 1,100 SF on the ninth floor in the King County Courthouse. The project included specialized HVAC in support of a new 300 SF computer room.

Auburn Public Health Center, HVAC Upgrade and Commissioning, Auburn, WA
We commissioned newly installed mechanical equipment and upgraded Direct Digital Control (DDC) system. The new systems include heat pump units with outside air fans to supply ventilation air to the system and packaged rooftop AC units with gas heat. The upgraded DDC system interfaced with the packaged unit controls.
